   <\/p><\/div>\n\n<!--more-->\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-7958149\" id=\"warum-braucht-die-schweiz-eine-reform-der-beruflichen-vorsorge\" data-block-id=\"7958149\"><h2 class=\"stk-block-heading__text\">Why does Switzerland need an occupational pension reform?<\/h2><\/div>\n\n<p data-block-type=\"core\">Switzerland has a solid social security network.\nHowever, demographic trends mean that this system needs to be consolidated, particularly in occupational pension provision (2nd pillar).\nFollowing the adoption of the <a href=\"\">AHV 21 reform<\/a> on September 25, 2022, the BVG 21 reform was also <a href=\"\" target=\"\" rel=\"\">approved<\/a> in the final parliamentary vote on March 17, 2023.\nThe occupational pension reform aims to secure pensions, strengthen financing and improve the protection of part-time employees \u2013 and therefore women in particular.<br\/>Pension funds recently had to spend more money on financing current pensions than had been saved by employers and employees.\nThis leads to a redistribution from the working generation to the pensioner generation.\nThere was a broad consensus in Parliament that this must be changed.     <\/p>\n\n<nav class=\"wp-block-stackable-table-of-contents stk-block-table-of-contents stk-block stk-48e111e stk-block-background\" data-block-id=\"48e111e\"><p class=\"stk-table-of-contents__title\">We clarify these questions about the BVG reform 2024:<\/p><ul class=\"stk-table-of-contents__table\"><li><a href=\"#warum-braucht-die-schweiz-eine-reform-der-beruflichen-vorsorge\">Why does Switzerland need an occupational pension reform?<\/a><\/li><li><a href=\"#zum-stand-der-bvg-reform-2023-was-kommt-mit-bvg-21\">The status of the BVG reform 2023: What\u2019s coming with BVG21?<\/a><\/li><li><a href=\"#was-bringt-die-bvg-revision-fur-teilzeitmitarbeitende\">What does the BVG revision mean for part-time employees?<\/a><\/li><li><a href=\"#wie-schliesst-die-bvg-21-reform-die-rentenlucke-wer-profitiert\">How does the BVG21 reform close the pension gap? data-block-id=\"a0160b4\"><h3 class=\"stk-block-heading__text\"><br\/>Lower conversion rate<\/h3><\/div>\n\n<p data-block-type=\"core\">The conversion rate is the factor used to convert the capital saved into a lifelong pension.\nWith the reform, the minimum conversion rate in the BVG mandatory scheme is to fall from the current 6.8 percent to 6.0 percent.\nThis means that only CHF 6,000 instead of CHF 6,800 will be paid out per year for every CHF 100,000 of retirement capital saved.\nThis will result in a pension reduction of around 12 percent with unchanged retirement assets.   <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-ee768d6\" id=\"br-rentenzuschlag-fur-die-ubergangsgeneration\" data-block-id=\"ee768d6\"><h3 class=\"stk-block-heading__text\"><br\/>Pension supplement for the transitional generation<\/h3><\/div>\n\n<p data-block-type=\"core\">To compensate for the reduction in pensions, a transitional generation is to receive a pension supplement.\nParliament agreed that 15 cohorts will receive this supplement for life and that around half of this generation will benefit from it.\nHowever, this pension supplement will be graduated according to age and pension fund assets.\nAnyone with retirement assets of CHF 220,500 or less at the time of retirement will be entitled to the full supplement.\nFor retirement assets between CHF 220,500 and CHF 441,000, there will be a degressive supplement.\nAnyone with more assets will not receive any compensation.     <\/p>\n\n<figure noopener\">Parlament.ch<\/a>, as at March 16, 2023<\/figcaption><\/figure>\n\n<p data-block-type=\"core\"><\/p>\n\n<p data-block-type=\"core\">The pension supplement is financed by salary deductions levied on salaries up to CHF 176,400.\nSo anyone with higher BVG retirement assets \u2013 around half of the population \u2013 will pay a higher salary deduction of 0.24% over the next 15 years, like all employees, but will not receive a pension supplement.\nAll cohorts under the age of 50 when the reform comes into force will not receive any compensation either.  <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-d98a8ba\" id=\"br-systemwechsel-zu-einem-prozentualen-koordinationsabzug-von-20\" data-block-id=\"d98a8ba\"><h3 class=\"stk-block-heading__text\"><br\/>System change to a percentage coordination deduction of 20%<\/h3><\/div>\n\n<p data-block-type=\"core\">The coordination deduction determines how much of your salary is insured in the 2nd pillar.\nIn simple terms: income minus coordination deduction = insured total salary.\nThe coordination deduction changes from a fixed deduction of CHF 25,725 to 20 percent of income.\nCurrently, the maximum BVG salary is CHF 88,200.\nIn this case, the new 20% deduction would therefore amount to CHF 17,640 and the insured salary would now be limited to CHF 70,560.\nThe salary contributions must be paid on this amount.     <\/p>\n\n<p data-block-type=\"core\">Let\u2019s take another example: Maria earns CHF 50,000 a year.\nShe previously had an insured salary of CHF 25,115.\nHer insured salary is now CHF 40,000 (salary of CHF 50,000 \u2013 coordination deduction of CHF 10,000), from which her occupational pension contributions are deducted.\nThe lower coordination deduction therefore ensures that more of her income is insured.\nIn the case of low incomes, as in Maria\u2019s case, this leads to a higher retirement capital, but also to higher deductions for the insured person (and the employer) during their working life.    <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-af517c9\" id=\"br-angepasste-altersgutschriften-fur-alle-altersgruppen\" data-block-id=\"af517c9\"><h3 class=\"stk-block-heading__text\"><br\/>Adjusted retirement credits for all age groups<\/h3><\/div>\n\n<p data-block-type=\"core\">The salary contributions to the pension fund \u2013 also known as retirement credits \u2013 will be smoothed.\nUp to the age of 44, the retirement credit will in future be 9 percent (previously two stages of 7 and 10 percent) of the salary subject to BVG contributions.\nFrom the age of 45, it will be 14 percent (previously two levels of 15 and 18 percent).\nAs a result, the retirement credits for older employees will be reduced in order to strengthen their chances on the labor market.\nAccordingly, the over 45s will save less in the BVG mandatory scheme than before.\nThe obligation to contribute to the occupational pension scheme will continue to apply from the age of 25.     <\/p>\n\n<figure class=\"wp-block-table is-style-stripes\" stk-block stk-9826d3d\" id=\"eintrittsschwelle-in-die-berufliche-vorsorge-sinkt\" data-block-id=\"9826d3d\"><h3 class=\"stk-block-heading__text\">Entry threshold for occupational benefit schemes is falling  <\/h3><\/div>\n\n<p data-block-type=\"core\">Until now, you had to earn at least CHF 22,050 per year with an employer in Switzerland to be insured in a pension fund.\nThe occupational pension reform now provides for this so-called entry threshold to be lowered to CHF 19,845.\nThe lower entry threshold should enable people with lower incomes in particular to make better provision for old age.\nIt is expected that around 100,000 employees will be better insured in the pension fund: 70,000 of them as new insured persons and 30,000 already insured persons with low incomes.   <\/p>\n\n<p data-block-type=\"core\">However, there is also criticism of this measure.\nSome experts fear that lowering the entry threshold could lead to higher administrative costs for pension funds, as they will now have to deal with smaller assets.\nIn addition, the reduction could lead to pension provision becoming unaffordable for the newly insured, especially for people in precarious employment, as they will have to pay additional contributions into the pension fund in future.  <\/p>\n\n<div class=\"wp-block-stackable-image stk-block-image stk-block stk-274b89d\" id=\"was-bringt-die-bvg-revision-fur-teilzeitmitarbeitende\" data-block-id=\"b05d6a5\"><h2 class=\"stk-block-heading__text\">What does the BVG revision mean for part-time employees?<\/h2><\/div>\n\n<p data-block-type=\"core\">The BVG21 reform brings advantages for part-time employees.\nPreviously, they were at a disadvantage when it came to occupational benefits.\nThe BVG21 reform stipulates that part-time employees will in future receive the same percentage share of the pension scheme as full-time employees.\nThis means that their salary will be paid into the pension fund pro rata and they will have the same entitlement to benefits as full-time employees.   <\/p>\n\n<p data-block-type=\"core\">A fixed coordination deduction will also no longer apply.\nInstead, 80 percent of the respective salary will always be insured.\nThe change from a fixed coordination deduction to the new 20% of salary means that part-time employees with a low income are now also covered by the full savings contribution obligation in the 2nd pillar.\nThis means that they and their employers contribute more money to the pension scheme.\nIn addition, the lower entry threshold means that more employees have access to occupational benefits insurance.    <\/p>\n\n<p data-block-type=\"core\">For example, the BVG21 reform should help to ensure that part-time employees are treated more fairly gap?\nWho benefits? <\/h2><\/div>\n\n<p data-block-type=\"core\">First of all, the absolute pension amount from the BVG mandatory scheme will fall for all insured persons because the minimum conversion rate is falling.\nAs you probably already know: retirement assets multiplied by the conversion rate equals the retirement pension.\nAnd because the conversion rate is now multiplied by 6 instead of 6.8, the monthly pension from the mandatory scheme will fall.\nThis is compensated for 15 cohorts from the transitional generation.\nNot for everyone else.\nSo you could say that anyone under the age of 50 when the reform comes into force (presumably in January 2025) will be affected.\nHowever, they will benefit from a more stable system in the 2nd pillar because less will be redistributed to (future) pensioners due to the lower conversion rate.      <\/p>\n\n<p data-block-type=\"core\">For the parliamentary deliberations of the National Council and the Council of States, the<a href=\"https:\/\/www.parlament.ch\/centers\/documents\/de\/BVG-Reform-Ubersichtstabelle-zum-Ausgleichsmodell-nach-der-EK-vom-15-03-2023-D.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cEffects<\/a> of the equalization models on BVG retirement credits and BVG retirement pensions\u201d were determined on the basis of model calculations. Although these do not reflect individual working careers or extra-mandatory benefits, they did support the decision-making process. Different age groups (20, 25, 45, 50, 55, 60, 65 years) with salary levels of CHF 25,000, CHF 40,000, CHF 55,000, CHF 70,000 and CHF 88,200 were considered.  <\/p>\n\n<p data-block-type=\"core\">The calculations show that lower salaries (25,000, 40,000, 55,000 francs) will receive almost the same (-1%) or significantly higher average BVG pensions, while these will fall for the higher salary levels (70,000, 88,200) \u2013 despite the bonuses.<\/p>\n\n<p data-block-type=\"core\">Thanks to the lower entry threshold and the percentage coordination deduction, part-time employees and employees with low incomes can join the occupational benefit scheme more quickly.\nThey will benefit from the fact that not only they but also their employer will save retirement assets for them.\nSome employers\u2019 associations are therefore critical of the reform because they fear additional costs.\nOther interest groups criticize the fact that lower earners will have less money left over from their salary during their working life than before the reform.   <\/p>\n\n<div class=\"wp-block-stackable-columns stk-block-columns stk-block stk-7f8e3d8 stk-block-background\"
